Toxic Assessment: The June opinion from the Scientific Committee on Consumer Safety (SCCS) and other panels – Use of the Threshold of Toxicological Concern (TTC) Approach for Human Safety Assessment of Chemical Substances with focus on Cosmetics and Consumer Products – is available at ec.europa.eu/health/scientific_committees/consumer_safety/docs/sccs_o_092.pdf. It says the TCC approach for intentional and accidental ingredients is “primarily dependent” on exposure conditions and on available data.
